The Secretary of State for Scotland represents Scottish interests within the UK Cabinet, manages the Barnett Formula block grant, oversees reserved matters (defence, welfare, immigration) as they apply to Scotland, and maintains the constitutional settlement of the Scotland Act.
How does the Barnett Formula affect English taxpayers? +
Scotland receives approximately £1,700 more per head in public spending than the UK average, funded by general taxation. English households effectively subsidise higher Scottish spending on health, education and public services. The formula has been in place since 1978 and successive governments have declined to reform it.
Why hasn't Alexander launched a constitutional commission? +
